You select a wall and change it from full to partial and set the desired height in the right menu bar. Then you add stairs. Then you can add a roof, or a cement block to serve as the first floor ceiling and the second floor floor. To have a different material for the second floor than the 1st floor ceiling, you can take a second cement block and lay it directly over the first cement block. Dont forget to add a roof over the second floor. Hope this helps! if you have any other questions feel free to ask. :)
